Abstract:
The establishment of an integrated and efficient law enforcement mechanism is a central objective and a significant challenge in China′s national park system reform. This study examines the current practices of resource and environmental law enforcement within national parks, systematically analyzing experiences in institutional integration, regulatory standardization, interdepartmental coordination, cross-regional collaboration, and enforcement team development. The findings reveal critical deficiencies in the existing enforcement system, including insufficient legal foundations, ambiguous delineation of responsibilities, absence of cross-regional enforcement frameworks, delays in information sharing, inadequate financial support, and limited professional capacity of enforcement teams. To address these challenges, we propose targeted measures such as strengthening the legal framework, enhancing cross-regional cooperation, optimizing enforcement team capabilities, improving information-sharing efficiency, and ensuring sustainable financial support. The study underscores the necessity of adopting legal, technological, and professional strategies to enhance law enforcement effectiveness and advance the modernization of national park governance.
