Abstract: The Three-River-Source National Park shoulders the critical responsibility of safeguarding the "Chinese Water Tower". With an average altitude exceeding 4500 meters, the park is characterized by extreme environmental conditions, including harsh cold, hypoxia, and a vast territory spanning 190700 km². Facing the dual constraints of insufficient professional personnel and limited frontline management capacity, the traditional "professional-dominated" interpretation model struggles to meet the comprehensive needs of environmental education. Over 98% of the local farmers and herders are Tibetans. They not only possess profound indigenous ecological knowledge and strong adaptability to the high-altitude environment, but also demonstrate robust desire for cultural heritage preservation and community income enhancement. Guided by relevant national policies and the Master Plan of Three-River-Source National Park (2023—2030), the park innovatively develops a local farmer and herder interpreter team, defining four core roles for its members: adaptive subjects for nature education in extreme environments, scientific communication carriers of local ecological culture, living inheritance subjects of traditional ecological wisdom, and exemplary leaders demonstrating collaborative community participation. Through the systemic empowerment provided by the "One Household, One Post" ecological conservation program, personalized training that emphasizes knowledge transformation and respects individual development, and a long-term mechanism combining targeted empowerment, diverse incentives, and comprehensive support, local herders have successfully transitioned from single grazers into multi-role practitioners integrating rangers, interpreters, and photographers. This practice not only effectively addresses the practical challenge of insufficient environmental education coverage, but also achieves a synergistic advancement of ecological conservation, community prosperity, and cultural inheritance. It provides a replicable model for developing local interpretation teams in China′s protected areas, particularly those in ecologically fragile and multi-ethnic regions.
