自然保护地空间优化与保护成效提升技术进展、问题与解决路径

Progress, challenges, and solutions in spatial optimization and conservation effectiveness enhancement of protected areas

  • 摘要: 自然保护地体系构建是应对全球生物多样性丧失危机的重要途径, 但也面临保护对象不明、空间布局不合理、保护成效不高等问题, 开展自然保护地保护成效与空间优化等学术研究具有十分重要的意义。在综述现有调查监测、空间优化和保护成效评估与提升技术研究进展及面临主要问题的基础上, 建议重点研究建立以大数据、人工智能等为基础的野生动植物物种、自然生态系统、自然遗迹与景观等评估方法与关键区域识别技术, 揭示区域保护对象的空间特征与相互关系; 构建基于多目标的自然保护地空间布局与优化方法, 完成不同尺度的自然保护地空间优化方案; 形成系统科学的国家公园、自然保护区、自然公园的差异化自然保护地保护成效评估方法体系。研究通过构建"调查-监测-评估-管理"的自然保护地成效提升路径, 为以国家公园为主体的自然保护地体系建设提供科技支撑。

     

    Abstract: The establishment of protected area system is a critical measure to address the global biodiversity crisis. However, challenges such as unclear conservation targets, suboptimal spatial arrangements, and insufficient protection effectiveness persist. Research on evaluating protection effectiveness and optimizing spatial arrangements in protected areas holds great significance. Based on a review of current advancements in survey and monitoring, spatial optimization, and effectiveness evaluation and enhancement technologies, this paper emphasizes focusing on developing assessment methods for wildlife species, ecosystems, and natural relics and landscapes using big data and artificial intelligence. Key area identification techniques should be prioritized to reveal the spatial characteristics and interrelationships of conservation targets. Moreover, constructing multi-objective collaborative spatial layout and optimization methods for nature reserves is essential to create multi-level spatial optimization plans. It is also recommended to establishing a systematic and scientific effectiveness evaluation framework tailored to different types of protected areas, such as national parks, nature reserves, and nature parks. By developing an integrated "survey-monitoring-assessment-management" pathway for enhancing protection effectiveness, this study aims to provide technological support for building a protected area system with national parks as the mainstay.
