中国自然保护地治理体系的政策特征与实践逻辑

Policy characteristics and practical logic of protected area governance system in China

  • 摘要: 自然保护地作为中国生态文明建设的核心载体, 其治理效能对于维护生态安全和应对气候变化具有战略意义。基于扎根理论, 系统分析237份自然保护地政策文本, 从阶段、主体、形式、内容四个维度揭示治理体系政策特征, 并构建“政策动力-政策之窗-政策网络-政策工具”理论模型。研究发现:中国自然保护地治理体系历经起步探索(1994年前)、稳步提升(1994—2012年)和高质量发展(2013年至今)三个阶段, 与国家生态文明建设进程深度耦合。国家林业和草原局、生态环境部等承担主导职能, 但跨部门协同机制存在制度性障碍。治理动力源自生态压力、纵向传导和横向竞争三重维度, 国家公园体制试点政策形成机会之窗, 促成央地生态治理联盟。政策网络呈现“政府主导-多方参与-良性互动”的多元协同互动模式, 通过供给型、需求型与环境型政策工具组合提升治理效能。

     

    Abstract: Protected area are a crucial part of China′s ecological civilization construction, and their governance effectiveness is of strategic importance for ecological security maintenance and climate change response. Based on the grounded theory, this study systematically analyzes 237 policy documents on protected areas, reveals the policy characteristics of the governance system from four dimensions: stage, actor, form, and content, and constructs a theoretical framework of "policy dynamics-policy windows-policy networks-policy tools". The study finds that China′s protected area governance system has gone through three phases: initial exploration (before 1994), steady enhancement (1994—2012), and high-quality development (2013—present). Moreover, this evolution process is highly compatible with the national ecological civilization construction process. The Ministry of Ecology and Environment and National Forestry and Grassland Administration play a leading role in governance. However, cross-sectoral collaboration still encounters institutional barriers. Governance is driven by three main factors of ecological pressure, vertical transmission, and horizontal competition. The implementation of the pilot policies on national parks have provided critical policy windows to promote the formation of a central-local ecological governance alliance. The policy network showcases a multiple synergistic model of "government-led-multi-stakeholder participation-constructive interaction", enhancing governance effectiveness through the combination of supply-side, demand-side, and environment-oriented policy tools.
