香格里拉普达措国家公园生态教育解说作用机制与规划实践

Mechanism and planning practice of ecological education interpretation in Shangri-La Pudacuo National Park

  • 摘要: 生态教育解说作为游客管理和协调“保护”与“可持续利用”之间关系的有效手段, 是避免国家公园沦为“公地悲剧”和完善国家公园体制的重要抓手。研究针对我国国家公园生态教育解说面临的缺乏互动性、市场供需不匹配等问题, 运用动力机制理论剖析了其背后“系统-要素-机能”三大作用机制, 构建了包含“理念-主体-运作-体系”四种维度的策略框架。选取香格里拉普达措国家公园开展实证, 展示了基于该策略框架下的规划实践, 涵盖了规划理念、主体性构建、空间布局、活动规划以及保障体系。不仅为突破国家公园“重硬件建设、轻教育效能”的发展瓶颈提供解决方案, 也为其他国家公园生态教育建设提供更多指导和启示, 更为构建具有中国特色的自然保护地公众教育体系贡献理论与实践范式。

     

    Abstract: As an effective tool for visitor management, ecological education interpretation plays a key role in balancing "ecological conservation" with "sustainable utilization". It is crucial for preventing national parks from descending into the "tragedy of the commons" and improving park management systems. This study addresses prevalent challenges in China′s national park ecological education interpretation systems, such as lack of interaction and market imbalance. Based on dynamic mechanism theory, it deeply analyzes the mechanisms across the "system-element-function" levels and develops a strategic framework that includes "conceptual innovation, stakeholder collaboration, operational optimization, and institutional reinforcement". With Shangri-La Pudacuo National Park as a case study, it showcases planning practices based on this framework, covering planning philosophy development, multi-stakeholder governance mechanisms, spatial zoning configurations, activity design systems, and safeguard institution building. The findings provide feasible solutions to the development bottleneck of "prioritizing physical infrastructure over educational efficacy" in national parks. They offer valuable references for other national parks embarking on ecological education initiatives and contribute theoretical and practical models for building a unique public education system in China′s protected areas.
