“开天窗”对乡村社区农户生计资本的差异化影响——以武夷山国家公园为例
The differential impact of "sky window" on livelihood capital of rural community farmers: a case study of Wuyi Mountain National Park

摘要: “开天窗”作为国家公园体制建设的一项重要改革实践内容, 在国家公园保护和乡村社区农户可持续发展协调方面具有重要意义。科学评估国家公园建设背景下“开天窗”对农户生计资本的影响效应, 对于实现生态保护与民生改善的协同推进具有重要理论价值与实践意义。研究以武夷山国家公园为例, 采用准自然实验设计, 基于“开天窗”政策实施前后的农户调查数据, 运用双重差分模型(DID)系统分析“开天窗”对农户生计资本的影响效应, 并讨论农户类型与区域分布的异质性。结果表明:(1)天窗社区内农户的生计资本相比于非天窗社区的农户降低了2.6%;(2)“开天窗”的实施对纯农型与兼农型农户的生计资本分别产生了4.0%和2.9%的显著负向影响;(3)地区异质性分析发现, 福建片区和江西片区天窗社区农户的生计资本降幅分别为3.1%和3.5%。为更好地推进国家公园体制下乡村社区农户生计的可持续发展, 基于实证结果, 研究提出以下建议:加快完善并健全园内社区的差异化治理体系;建立精准补偿机制并完善农户生计转型支持模式;实施以空间正义为导向的区域协调政策。Abstract: The "sky window" policy, as a crucial reform measure for the construction of the national park system, plays a key role in coordinating ecological protection and sustainable community development. To scientifically evaluate the impact of this policy on the livelihood capital of farmers within national parks, this research adopted a quasi-natural experiment design using Wuyi Mountain National Park as a case study. Based on the farmer survey data before and after the implementation of the policy, a difference-in-differences (DID) model was employed to explore the heterogeneous characteristics of farmer types and regional distribution. The findings reveal: (1) The livelihood capital of farmers in gap communities decreased by 2.6% compared to rural communities; (2) The implementation of the policy had a significant negative impact of 4.0% and 2.9% on purely agricultural and mixed agricultural farmers, respectively; (3) Regional heterogeneity analysis shows that the livelihood capital of gap communities in Fujian and Jiangxi regions decreased by 3.1% and 3.5%, respectively. Based on the empirical results, the following measures are recommended to promote the sustainable development of rural communities in national parks: improve the differentiated governance system of the park; establish a precise ecological compensation mechanism; optimize the support model for farmers′ livelihood transformation; and formulate regional coordination policies with a focus on spatial justice.
