Abstract:
National parks serve not only as national ecological security barriers but also as key carriers for sustainable development, encompassing ecological conservation, scientific research, education and social services. Their governance efficiency is directly related to the sustainable use of natural resources and the balanced realization of public interests. A comprehensive governance framework is the logical foundation for the modernization of national park governance systems and capacities. The establishment of a multi-stakeholder collaborative mechanism is a key strategy for enhancing governance effectiveness, while balancing ecological conservation, social engagement, and sustainable development. This paper adopts the perspective of stakeholders and, based on public goods theory and collaborative governance theory, examines the roles and collaboration dynamics among key actors-such as government, local communities, enterprises, and civil society organizations-within national park governance systems. It explores the paths to create a multi-coordinated mechanism for national parks. Currently, national governance still faces realistic challenges such as unclear responsibilities among entities, intensified interest conflicts, and insufficient participation depth. To address these, this paper proposes a multi-coordinated governance mechanism based on promoting extensive social participation, with interest coordination as the core and normative checks and balances as the guarantee. Specifically, by establishing a cross-departmental big data governance platform, it is ensured that all parties can fully express their demands and participate in decision-making. Furthermore, improving the ecological compensation and concession systems can help alleviate conflicts of interest among all parties. Sound institutional regulations and supervision mechanisms can ensure the standardization and legality of the actions taken by all stakeholders, thereby ensuring the long-term effectiveness and sustainability of the national park governance system. By encouraging and guiding all sectors of society to participate extensively and deeply in governance practices, an efficient and sustainable multi-faceted collaborative governance system for national parks can be formed, and a dynamic governance network of "resource integration-interest coordination-action collaboration" can be created to achieve a win-win situation for ecological protection and socio-economic development.
