基于价值链的国家公园“两山”转化路径——以大熊猫国家公园成都片区为例

  • 摘要: 探索国家公园“两山”转化路径有利于化解“最严格”生态保护与经济社会发展的矛盾, 助力生态文明体制建设。在梳理“两山”转化理论内涵的基础上, 构建国家公园“两山”转化价值链, 以大熊猫国家公园成都片区为例, 细化国家公园“两山”双向转化的可操作路径, 所得结论如下:(1)“两山”转化是指将生态资源的存在价值转化为经济价值, 再由经济价值转化为存在价值的双向过程。其中经济价值指经济学意义的价格收入和消费者剩余, 存在价值则泛指生态资源所具备的所有价值。(2)生态产品的生产依赖国家公园、社区、生态价值协同转化区三大生态系统, 生态资源通过资源资产化、资产资本化、资本产品化和产品货币化的双向通道完成“两山”价值转化, 这一过程既包含生态产品价值实现, 也包含生态补偿。(3)“两山”双向转化价值链由识别环节、孵化环节、交易环节、分配环节、治理环节和再生环节组成, 每个环节通过资源、资金、资产的流动完成一次价值增值, 使得价值链得以持续循环。创造性地提出构建生态价值协同转化区, 明晰资源、资金、资产的流动与转化过程, 将国家公园“两山”价值流动划分为六个环节, 并为每个环节的价值增值设计行动方案。总得来说, 基于价值链的国家公园“两山”转化路径能够很好地嵌合当下针对单个环节所设计的各类生态产品价值实现与生态补偿模式, 构建国家公园“两山”双向转化闭环, 进一步丰富“两山”转化理论, 为国家公园发展规划提供科学的决策参考。

     

    Abstract: The concept "lucid waters and lush mountains are invaluable assets" is known in China as the "Two Mountains" Theory. Exploring the "Two Mountains" transformation pathway in national parks is conducive to resolving the contradiction between the "strictest" ecosystem protection and economic-social development, thereby promoting the construction of an ecological civilization system. On the basis of sorting out the concept of the "Two Mountains" transformation theory, this paper constructs the "Two Mountains" transformation value chain, takes Chengdu Area of Giant Panda National Park as an example, and refines the operable path of the "Two Mountains" two-way transformation in national parks. The conclusions are as follows: (1) "Two Mountains" transformation refers to the two-way process of transforming the existence value of ecological resources into economic value, and then back from economic value to existence value. Furthermore, economic value pertains to economic price income and consumer surplus, while existential value encompasses all ecological resources. (2) The production of ecosystem products relies on three main elements: national parks, communities and ecological value synergistic transformation zones. Through dual channels of resource assetization, asset capitalization, capital productization, and product monetization, the "Two Mountains" value transformation is realized. This process not only includes the realization of ecosystem product value but also ecological compensation. (3) The "Two Mountains" two-way transformation value chain consists of identification link, incubation link, transaction link, distribution link, governance link and regeneration link. Each link completes a value increment through the flow of resources, funds, and assets, allowing the value chain to sustainably cycle. Among them, the first three links represent the positive transformation from "clear waters and green mountains" to "mountains of gold and silver", while the latter three links correspond to the reverse process. This paper innovatively proposes the establishment of an ecological value collaborative transformation zone, clarifies the flow and transformation process of resources, funds, and assets, divides the value flow of the "Two Mountains" within national parks into six links, and designs action plans for the value addition at each link. Overall, the value chain-based "Two Mountains" transformation pathway effectively integrates various ecosystem product value realization and ecological compensation models designed for individual stages, constructing a closed loop for the bidirectional transformation within national parks. It enriches the "Two Mountains" transformation theory and provides scientific decision-making references for the development planning of national parks.
