Abstract:
The allocation of central management powers in national parks is not only related to the management system, but also to legislation. It must be examined and judged from the perspective of comprehensively deepening the reform of the national park management system and promoting the modernization of the national park governance system. To this end, this article constructs a "two-dimensional integration" analysis framework of legislation, system, and objectives for the allocation of central management powers in national parks. It analyzes and judges the main problems in the division and allocation of central management powers in national parks, and proposes to establish a legal mechanism for the division of central management powers through national park legislation, further clarify the rules for the division of central management powers, construct a flat management power camera authorization and delegation mechanism, improve the supervision and management system of natural resources in national parks.
