Abstract:
The concession system is a crucial component of the management framework for national parks in China. This paper explores the construction and implementation path of China′s national park concession system by comparing worldwide national park concession system and analyzing the main issues present in China′s approach. The research findings indicate that: (1) The establishment of a concession mechanism for national park should adhere to the principles of government leading, ecological priority and public benefit. (2) It is necessary to accelerate the development of a framework for granting concession rights in national parks. This framework should include the property rights system for natural resources, the comprehensive management system for concession rights, and mechanisms for granting and supervising these rights. (3) The clear definition of the concept of national park concessions, improvements in regulatory and revenue distribution mechanisms, and coordination between national park concessions and community development are essential steps to successfully implement national park concession operations. The study provides new perspectives on enriching the design ideas and model pathways of China′s national park concession system, as well as valuable reference and guidance for improving the theoretical system of China′s national park management.
