Abstract:
The establishment of national park system (NPS) is a crucial component of China′s ecological civilization construction. It also serves as an important step toward modernizing governance system and capacity in natural ecological protection. An in-depth review of the current state of national park development in Yunnan Province reveals significant shortcomings, including weaknesses in management systems, legal bases and standards, capacity of management institutions, enforcement strength and capability, multi-sectoral cooperation, and diversified financial compensation. To address these issues, it is recommended that Yunnan Province should actively build efficient management mechanisms, refine laws and regulations, strengthen law enforcement, and enhance effective cooperation among government departments at all levels. Additionally, efforts should be tailored to local conditions to promote the sustainable development of national parks. Guided by the national policy framework, the experiences of Yunnan′s national park development can be summarized to construct a comprehensive framework across five dimensions: understanding basic conditions, setting clear objectives, planning overall layout, arranging specific actions, and ensuring implementation. This framework is driven by actual problems and goals, emphasizing reform and putting forward strategies such as conducting in-depth special research, advancing legal construction, developing smart technologies, and exploring diverse organizational forms. The perspectives and implementation paths proposed in this study regarding Yunnan′s national park development aim to provide decision-making support, which can accurately identify the root causes of issues, realize targeted construction, and promote the development of national parks.
