Suggestions on the monitoring and supervision of national parks in the National Parks Law of China

Abstract
This paper systematically reviews the selecting criteria for international biodiversity monitoring indicators and the progress of technological innovation in the field of national park monitoring, and explores its significance for the construction of China′s national park monitoring system. By thoroughly analyzing the current state of monitoring in national parks in China, a framework for constructing an effective monitoring system is proposed. It is found that the monitoring efforts of the existing five national parks still has several gaps, such as uncoordinated management, and insufficient data analysis and application. In response to the monitoring requirements involved in the National Parks Law, this paper puts forward the following recommendations: to clarify the objectives and orientations of the monitoring work; to establish indicator systems that reflect the unique characteristics of each national park; to construct a nationally unified big data platform; and to form a standardized assessment and supervision mechanism based on monitoring data.
